      Dr. Victor Emanuel Ragonesi received special recognition from Russian Imperial House H.I.H. Grand Duchess Maria Vladimirovna of Russia
    The Honourable Patron of International Charity Society (ICS), the Head of the Russian Imperial House H.I.H. Grand Duchess Maria Vladimirovna of Russia, has granted the special award - the Imperial Order of Saint Stanislav (II degree) to the Chairman of Board of Trustee of ICS, Dr. Victor Emanuel Ragonesi, on the aniversary in recognition of great cultural and humanitarian work and in appreciation of the help shown by the Maltese people towards orphan children of Russia.

    This year is the Anniversary of Highest Patronage of the foundation of the International Charity Society (ICS) - the charitable organization registered in Malta with the aim to promote the generosity of the Maltese people in other parts of the world where human solidarity is badly needed. For the last 9 years Dr. Victor Emanuel Ragonesi has voluntarily advised legally the International Charity Society, which organizes the temporary visits to Malta of Russian orphans to Malta.

    The ICS officials: the Director of the International Charity Society Mrs. Irina Malikova and representative ICS in Russia hieromonk Nikon on October, 27th, 2009 officially passed the award to Dr. V.E. Ragonesi at the Embassy of the Russian Federation to the Republic in Malta,"Ariel House", Ant. Schembri Street, San Gwann.


    INFORMATION:

The International Charity Society (ICS), was founded in 1998 as a non profit charity organization. ICS is declared as a philanthropic society by the Maltese Minister of Finance. The Hon. Chairman of the Board of trustees - Doctor Victor Emmanuel' Ragonesi, in the past the Secretary General of party in power of Malta. The director and the responsible secretary - Mrs. Irina Malikova.

    For charitable work in I.V.Malikova 2000 the medal of the Austrian society of a name Albert Schwettzer was handed. In 2007 the Highest Decree of the Chapter of the Russian IMPERIAL House Director ICS Irina Vladimirovna Malikova was awarded with a silver medal " For diligence and the help ". (the Medal was founded by the most August grandfather of Grand Duchess - Sovereign Cyril Vladimirovichem April, 2/15, 1936. The present edition of the statute is authorized by Her Imperial Highness Grand Duchess Maria Vladimirovna September, 5, 2001.

    The Grand Duchess Maria Vladimirovna now lives in Madrid where maintains constant friendly relations with the Spanish Royal family. Grand Duchess also is in constant contact to all monarchical families of the Europe. In September, 2007 Her Imperial Highnes has visited with official visit Australia where it celebrated not only as the Head of the Russian Imperial House but also as the cousin of Queen Elizabeth II. This event had a wide resonance in the world. It is assured, as for Malta similar visiting becomes as a major landmark in development of cultural communications between people of our two countries, and will promote growth of authority of Malta among other countries of the European Union.

    Except for that Malta for Grand Duchess - also the native land of Her Most august grandmother Grand Duchess Victoria Fedorovna, nee Princess of Great Britain and Ireland Victoria-Melita (1876-1936). Here together with the spouse Duke Edinburgh Alfred (the second son of Queen Victoria) some years have lived Her Most august Great-grandmother Grand Duchess Maria Aleksandrovna, 155-years from the date of which birth also was executed in 2008.

" My grandchildren have no one in this world - only me and I am very old!
You saved 2 of my children - find and save another one, so that I can dye in please!"
She showed the only one photo of Artem, which she has - of 4 years old.
And now Artem is 10 and she do not have any idea where he can be.

One of the grand children of old lady which ICS saved is Maxim. Maltese family Pace from Valletta bring him for Dream holiday and they notice that he make his eyes narrow to watch TV.
They consult the Professor in Malta and Professor told them that 1 eye already dyed - Maxim can not see with it and another will die also if not to do urgent operation.
The child left Malta and the family want to bring him back to Malta to do operation.

"Bringing over an orphan child for a holiday..
Oh .. What a holiday !!!
                                                         This is a true story…..

My wife Tania and me have been married for the past seventeen years , we have two sons Samuel 14 years and Nathanael 11years. I work as an accountant and management consultant ,Tania is a housewife .. doesn't work …. Well not exactly.. she works for us … aprox 24 hours a day.

Round three years ago , my wife was watching a television programme during which she followed a feature brought up by officials of International Charity Society, an N.G.O. that promotes the concept for maltese families to invite an orphan Russian child to join your family for Summer or Christmas holidays. Apparently Tania got very exited about the idea. As soon as I got back from work she told me all about she saw during the programme and told me how much she would very much like to bring a child over.. I was not excited what so ever ..I thought to my self.. A Russian Orphan boy is all what we now need .. I believed that raising up two boys and a wife was more than enough for me!! Well you know these women… she kept insisting and persisting…. I got feed up and said " Ok Tania do what ever you deem fit …. But this is insane" It only took her five minutes .. she picked up the phone called an official of I.C.S. (Mr.Dorian Holland- today a great friend of ours) and made all the necessary arrangements..WAW!!

Couldn't understand a thing!!

To cut a long story short.. a few months after, me and my family were at Malta International Airport awaiting an Air Malta flight arriving from Moscow. What a scene . I could not understand a thing…quite a large crowd of maltese families all exited , I would say almost in a hysterical state .. looking up at the arrivals balcony .. awaiting for someone special to arrive… I say again… I couldn't understand a thing!! All of sudden a group of around fifty children appeared descending the stairs of the arrivals lounge .. All I could hear was screaming and Russian names … believe me I couldn't understand a thing!!!

After the scene calmed down a bit..the director of I.C.S. Irina Mialikova came towards us with a child and she told me "Mr.Camilleri , this is your child .. his name is Sacha" I was speechless.. Sacha looked so tiny .. fragile and tired…all I could do is give him a hug.. couldn't say a word … Well at that time (and even now.. )I didn't knew a single Russian word.

The Story Begins….

You who are reading this experience please accept my apologies.. now I am lost for words..all I can say is that after two hours my wife, my sons and me… fell in love with this orphan child. Don’t ask me why please… its just like that…

The Language barrier!!

Please believe me.. don’t ever try to learn Russian .. its so complex!!!

Well In reality this was a problem (I tought). Tania managed to learn a few basic Russian words I only managed six….Its pointless to continue on the subject.. I tell you one thing .. after two weeks Sacha could understand ALL that we were saying in Maltese.. after two months he began to say whole sentences in Maltese… Today Sacha speaks FLUENT maltese… Strange but true!!

Settling Down…

I have to admit that at first we had some teething problems with the child. You have to understand that orphan children don’t have any sense of family set up as we know it. The discipline and rules in the orphanage (if any) are totally different from ours. More over most orphans tend to be selfish and somewhat jealous. This is only natural …they have to be fighters and survivors ..or else they will not make it. However after a few weeks Sacha nicely settled down, integrated well within our family (well integrated is an understatement) he now feels part of our family. Should you ask Sacha what is his surname he promptly replies “CAMILLERI’ The Child today mixes very well with my son’s friends. He joins them wherever they go, be it sport activities , religious functions, parties ect. Sacha attends to private lessons to learn maths and English. I can tell you …. Russians are fast learners!!

The Story Continues

One fine morning during his third visit to Malta , I asked Sacha whether he had any brothers or sisters.. His first answer was “Papa I don’t know” ( good to know to know that Sacha starting addressing me as papa just after the second day he was here. I never asked this of him. In fact I introduced my self to him as Ivan) Silence was all over the room.. I could sense that something was wrong somewhere. The child looked so confused and nervous. Then all of a sudden with his eyes full of unshed tears he told me that he had a sister. To tell you the truth I was not that convinced that he was telling the truth. Tania had asked him before, but his answers were very inconsistent. Sometimes he told her that he didn’t know, sometimes he said that maybe he had a sister or an other brother. I decided to test him out .. and asked for her name.. he promptly replied that her name was Vicka Lichenka.. “Oh my God” I said to myself “he must be saying the truth.” I decided to put him to an other test and told him “ Oh that nice Sacha , go and pick up the phone , lets phone her.” Without any hesitation whatsoever, he just ran towards the phone dialed the number of the orphanage and within minutes he was speaking to his sister. It was a short conversation.. Of course we could not understand a thing, they were speaking in Russian!! As soon as he put the receiver down I asked “ What did she say Sach?” he told me, “ Pa… she wants to come over as well…” This time it was me that was confused , nervous and my eyes full of unshed tears.

To cut a long story short, Vicka was with us for last Christmas holidays and we are all looking forward to host her and Sacha again for the coming summer period.

Fostering orphan children from Russia is not an easy job at all. It is very expensive, entails a lot of commitment, and sometimes mind draining, however the satisfaction , sense of serenity and love you receive from this mission cannot be described in words .
